PROBLEM TO BE SOLVED: To provide a license plate detection plate device, a computer program and a license plate detection method that enable a license plate of a special vehicle to be detected with high accuracy.;SOLUTION: The license plate detection device comprises: a character candidate area specification part that specifies a plurality of character candidate areas on the basis of an image composed of a plurality of pixels and having an imaged license plate ; a license number candidate extraction part that extracts a license number candidate including a plurality of numeral candidate areas existing in the area of a prescribed size from the plurality of specified character candidate areas; a determination part that determines whether a characteristic point exists in a prescribed area around the numeral candidate area configuring the extracted license number candidate on the basis of a pixel value of pixels of the image; and a detection part that detects a license plate on the basis of a determination result of the determination part.;COPYRIGHT: (C)2015,JPO&INPIT
