PROBLEM TO BE SOLVED: To select a combination capable of increasing advertisement effect taking into consideration cost effectiveness from a plurality of advertisement mediums which become candidates for publication destination.;SOLUTION: A publication destination selection device 1 totals individual response data received from exclusive terminals for responders 10 and generates target reaching result data indicating the relationship between respective advertisement mediums to be candidates for publication destination and whether of not respective prescribed targets for the advertisement medium have been reached. Then, reach of every respective advertisement medium is calculated by referring to target reaching result data and a first advertisement medium to have the reach of a single advertisement medium be greatest is selected.
