PROBLEM TO BE SOLVED: To reduce the delay arising until the start of processing at the destination of altered allocation.SOLUTION: Machines 1 and 2 execute a plurality of pieces of processing in a decentralized manner. A memory unit 1a stores progress information 3 on processing executed by the machine 1. An arithmetic operation unit 1b, when it has received an altering instruction 4 indicating that the processing of pertinent information is to be reallocated to the machine 2, transmits the progress information 3 to the machine 2. The arithmetic operation unit 1b, when it has received data 5 to be used in the pertinent processing during the transmission, adds the data 5 to the progress information 3 and transmits the augmented information to the machine 2. The machine 2, when it has received the progress information 3 and the data 5, executes the processing reallocated by the machine 1 by using the progress information 3 and the data 5.
