PROBLEM TO BE SOLVED: To provide a radio resource control method, etc., capable of allotting resources in an allowed spectrum as well as managing interference between small cells or femtocells.SOLUTION: The radio resource control method includes calculating a plurality of sets of load estimation scaled based on a single set of initial load estimation related to radio resource load estimated for a plurality of base stations according to an aspect in an embodiment. Respective sets of scaled load estimation include the set of initial load estimation scaled by one of a plurality of factors. The method further includes determining a plurality of object function results. Respective object function results are at least partially based on a result of the object function for individual sets among the plurality of scaled load estimation sets. The method further includes determining an action set of radio resources for the plurality of base stations at least partially on the basis of the plurality of target function results.
