PROBLEM TO BE SOLVED: To provide a power load estimation device, a power load estimation system, a power load estimation method and a power load estimation program capable of properly estimating effective power on an instrument to which an electrical power is supplied from an electrical power line.SOLUTION: The power load estimation device has a harmonic component calculation section and an estimation section. The harmonic component calculation section calculates a harmonic component value of the effective power on an instrument on the basis of an electric physical amount in an electrical power which supplies the electrical power to the instrument. The estimation section estimates the effective power according to the deterioration state of the instrument on the basis of the calculated harmonic component value of the effective power and a harmonic component value of an effective power according to the deterioration state of the instrument.
