PROBLEM TO BE SOLVED: To provide a mobile entity detection device, etc., capable of determining whether there is gathering of mobile entities.;SOLUTION: A mobile entity detection device comprises: a mobile entity information acquisition unit 23 for acquiring, for each image constituting a dynamic image, mobile entity information indicating a mobile entity area included in the image; a histogram creation unit 24 for creating, on the basis of the mobile entity area indicated by the mobile entity information acquired by the mobile entity information acquisition unit 23, a histogram for each coordinate value on an axis in at least one direction in the image by calculating the frequency of pixels of the mobile entity area that assumes the coordinate value; a number of mobile entities calculation unit 26 for calculating the number of mobile entities in the image from the shape of the histogram created by the histogram creation unit 24; and a gathering determination unit 27 for determining, when mobile entities of which the number is greater than or equal to a number of mobile entities threshold are successively detected in a prescribed number of images constituting the dynamic image and the movement of the mobile entity area in the prescribed number of images is limited to within a prescribed range, that there is gathering of the mobile entities included in the prescribed number of images.;COPYRIGHT: (C)2016,JPO&INPIT
