PROBLEM TO BE SOLVED: To provide a hybrid system and the like, which includes an internal combustion engine, a motor-generator and a stepwise transmission mechanism, are capable of performing engine revolution speed control using the motor-generator, engine revolution variation suppression control, engine start-stop control, and of performing assist and generation using the motor-generator even during a transmission change operation of the stepwise transmission.SOLUTION: Between an internal combustion engine 10 and a stepwise transmission 20, a motor-generator 11 and a dual clutch 21 that includes a direct connection stage-clutch 21a and a transmission gear stage-clutch 21b are disposed in this order from the engine 10 side, with one end of the direct connection stage-clutch 21a connected to an output shaft of the engine 10 and motor generator 11, while the other end connected to an input shaft of a main shaft 20a of the stepwise transmission 20, and with one end of the transmission gear stage-clutch 21b connected to the output shaft of the engine 10 and motor-generator 11, while the other end connected to an input shaft of a counter shaft 20b of the stepwise transmission 20.
