PROBLEM TO BE SOLVED: To accurately determine whether a user reads an electronic document meticulously.SOLUTION: A visual axis movement detecting part 30 detects a movement direction of a visual axis of a user who reads an electronic document. An inversion frequency measuring part 31 measures inversion frequency of the movement direction of the user's visual axis from the direction to read the electronic document. Then, a determination part 32 determines whether the user reads the electronic document meticulously on the basis of a measuring result of the inversion frequency measuring part 31 and a satisfaction inversion frequency for a meticulous reading according to a feature of the electronic document (threshold value L+1 or more).
