PROBLEM TO BE SOLVED: To provide a transparent conductive tin oxide powder which is better in conductivity than a phosphorus-doped tin oxide conductive powder, undergoes less time change in the air, and has excellent total light transmittance, haze, and surface resistance when blended in a coating film, compared with the phosphorus-doped tin oxide conductive powder.SOLUTION: A fluorine-added phosphorus-doped conductive tin oxide powder is obtained by adding 0.5-5 pts.wt. of phosphorus and 0.5-4.0 pts.wt. of fluorine, with respect to the weight of tin oxide of 100 pts.wt., to form tin hydroxide containing phosphorus and fluorine uniformly in an aqueous solution, causing a water-soluble polymer to be adsorbed on the product and baking at 400-700°C in a reduction atmosphere.
