PROBLEM TO BE SOLVED: To generate a driving evaluation index through the use of relation between the operation of a driver and the movement of a vehicle.;SOLUTION: An on-vehicle unit includes: a vehicle acquisition information reception section 110 connected to a vehicle 101 and receiving vehicle acquisition information including vehicle operation information 111 that expresses a vehicle operation by a driver 102 and vehicle movement information 112 that expresses the movement of the vehicle 101 from the vehicle 101; an index value generation section 120 for generating an index value 121 to be an index to evaluate the driving of the driver 102 through the use of relation between the vehicle operation information 111 and the vehicle movement information 112; and a first communication section 130 for transmitting the index value 121 to a radio communication terminal 103 arranged outside the vehicle.;COPYRIGHT: (C)2015,JPO&INPIT
