PROBLEM TO BE SOLVED: To provide a heat pump system controller capable of controlling a heat pump system so as to supply sufficient heat to both a water heater and a heating device.SOLUTION: A heat pump system controller 20 comprises: a determination unit 21 determining a preparation period for suppressing power consumption of a heat pump device 11; and a control unit 22 controlling the heat pump system 10 to operate in the preparation period in an operation mode (i) different from a normal operation mode that is an operation mode in a normal period prior to the preparation period, an operation mode (ii) having timing of supplying heat from the heat pump device 11 to the water heater 12 in a situation in which no heat is supplied from the heat pump device 11 to the water heater 12 in the normal operation mode, and a preparation operation mode (iii) that is an operation mode having a larger heating value per unit time of the heat if the heat is supplied from the heat pump device 11 to the heating device 13 than that in the normal operation mode.
