PROBLEM TO BE SOLVED: To provide a practical magnus lift generating device for voyage of a ship and mooring.SOLUTION: The magnus lift generating device comprises: a rotor coupled to a motor 23 for driving rotor capable of controlling rotation speed for achieving minimization of relative speed of wind speed on a rotor side surface part rotating in the same direction to the flow of wind and rotor surface peripheral speed; a turn table 20 having a motor 24 for driving the turn table 20 disposed on the bottom of the rotor; and two blades 8 disposed in a vertically standing state on the turn table 20. The respective blades 8 are disposed so as to sandwich the rotor from both sides, while front ends of the blades are in proximity with a predetermined distance on the side surface of the rotor.
