PROBLEM TO BE SOLVED: To provide a plume reducing device and a plume reducing method in a cooling tower that shows a superior cost-effectiveness and efficient operation.SOLUTION: This invention relates to a cooling tower 10 in which evaporating means is installed together with a liquid dispersion system 32 for dispersing high temperature liquid on the evaporating means. The cooling tower has a pair of heat exchanger modules 18 having a passage 17 forming a first set keeping a fluid communicating state with a first flow duct 20 and a passage 19 forming a second set keeping a fluid communication state with a second flow duct 22. The heat exchanger module transmits heat from a first air flow to a second air flow. The cooling tower has further a first bypass flow passage extending between a first heat exchanger module and a second heat exchanger module and a bypass door adjusts an air flow passing therethrough.
