PROBLEM TO BE SOLVED: To provide an attachment tool of a flood prevention sheet and a construction method of the flood prevention sheet which can easily and quickly fix the flood prevention sheet to the outer periphery of a building without generating looseness and wrinkles in the flood prevention sheet, and especially prevent water intrusion to the building from the lower side of the flood prevention sheet and water intrusion to the building from clearance parts of a window sash and a door sash.;SOLUTION: An attachment tool uses a flood prevention sheet 10 disposed in a water intrusion prevention area of a building such as an external wall 20, a block 21 of the building when water intrusion like a flood occurs, and includes one side fitting member 1a which is attached to the outer peripheral members of the outer wall 20 and the block 21 disposed in the outer periphery of the building or the like, and another side fitting member 1b which is fitted to the one side fitting member 1a via the flood prevention sheet 10.
