PROBLEM TO BE SOLVED: To provide a CATV system in which personal information is prevented from being leaked due to forgetting of initialization at the time of collection of a terminal and a flexible setting method such as preceding installation is permitted.;SOLUTION: A terminal 120 has: a terminal-side communication section 131; a user information storage section 133; a provisioning control section 132; and a disabled state information adding section 139 which determines whether or not the function of the terminal is disabled to add disabled information indicating whether or not the function of the terminal is disabled to a message.
