The transmitting device 10 has: a coherent light source part 11 generating coherent light to be transmitted to the transmission path 14; a modulator 12 modulating a polarization state of the coherent light at random; and an attenuation part 13 for attenuating an average photon number of the coherent light at random. The receiving device 15 includes: a pseudo single photon light source part 1B generating pseudo single photon light; and a partial Bell state measurement part 18 measuring a quantum-mechanical correlation between the polarization states of the coherent light as a carrier photon received from the transmission path 14 and of the pseudo single photon light.;COPYRIGHT: (C)2015,JPO&INPIT
