PROBLEM TO BE SOLVED: To provide a rate distortion cost estimation device of small calculation complexity adaptable to HEVC intra-prediction.;SOLUTION: A rate distortion cost estimation device includes rate estimation means performing estimation operation of the bit cost of an encoded image, and distortion estimation means performing estimation operation of the amount of distortion based on a quantized coefficient image. The rate estimation means includes coefficient rate operation means for calculating the estimate B_coef of the number of bits at the encoded coefficient part of the encoded image excepting the header.
