PPROBLEM TO BE SOLVED: To provide a studless tire having perfect braking force on an icy or snowy road surface or the like around 0C. PSOLUTION: A compounded rubber for the studless tire which has small rolling resistance and improved low sound characteristic and water resistance is subjected to extremely high temperature and pressure to be molten and extracted through a very small hole as a thin fibrous rubber substance 16. A tread part containing many spaces in a tread rubber layer is utilized by entangling the thin fibrous rubber substance 16, thereby improving water absorption on an icy or snowy road to enhance braking force.
