PROBLEM TO BE SOLVED: To properly control circulation of a fluid in a pipe.;SOLUTION: A ciliary control device 20 includes: an acquisition part 21 which acquires a measurement result of a vibration sensor 14 for measuring vibrations of a pipe in which a refrigerant circulates; a determination part 22 which determines lengths of multiple cilia on the basis of the measurement result of the vibration sensor 14 that is acquired by the acquisition part 21; and a control part 23 which controls a ciliary driving device 42 for adjusting the lengths of the multiple cilia on the basis of the lengths determined by the determination part.
