PROBLEM TO BE SOLVED: To provide an apparatus for monitoring the inside of a fuel cell cartridge and a method for measuring a gas component inside of a fuel cell cartridge which check whether an oxidant is surely supplied to a single cell.SOLUTION: An apparatus for monitoring the inside of a fuel cell cartridge includes: a fuel cell for generating power from a fuel gas 12 supplied into a single cell 11 and an oxidant 13 supplied outside of the single cell 11 so as to be opposite to the fuel gas 12; a light sending lens 22 for radiating pulsed laser light 21 along a vicinity of a sidewall of the single cell 11, and a light receiving lens 24 for receiving Raman-scattered light 23 generated by the radiation of the pulsed laser light 21; a pulsed laser sending part 26 for sending the pulsed laser light 21 to the light sending lens 22 via a sending optical fiber 25; and a gated optical sensor 28 for receiving the Raman-scattered light 23 from the light receiving lens 24 via a receiving optical fiber 27.
