PROBLEM TO BE SOLVED: To reduce time when cloud service cannot be used.;SOLUTION: The virtual resource management device comprises a retrieval part and a duplication part. The retrieval part receives request for expanding an image file for storing a virtual resource designated by a user to a volume which can be operated in a storage, and then retrieves a volume which has been expanded already from the same image file and which has not been updated yet.
