PROBLEM TO BE SOLVED: To provide a method of manufacturing an ordinary temperature shrinkage rubber insulation tube capable of minimizing degradation of electric characteristics due to mixing of foreign matter, or the like.;SOLUTION: An inner semiconductor layer production apparatus 10 is constituted of tanks 11a, 11b, pumps 13a, 13b, a mixer 15, a mesh 17, molds 19a, 19b, and the like. An inner semiconductor layer 3 is molded of a two-liquid mixing type liquid silicon rubber. For example, an A agent produced by adding a platinum compound, as a catalyst, to a base rubber is stored in the tank 11a. A B agent produced by blending a crosslinking agent to a base rubber is stored in the tank 11b. The A agent and B agent are sucked by means of the pumps 13a, 13b, so as to become a predetermined ratio, and then mixed by means of the mixer 15.
