A high-pressure hydrogen tank capable of producing hydrogen and a fuel cell vehicle that can be easily used by producing high-pressure hydrogen therein by being mounted on a fuel cell vehicle or the like. A partition member (12) partitions a tank body (11) into two compartments by a solid polymer electrolyte membrane (29). The tank body 11 has a water supply port 11 a and a discharge port 11 b in one compartment 31 and an exhaust port 11 c in the other compartment 32. When the internal pressure of the other partition 32 becomes higher than the one partition 31, the partition member 12 is activated by the pressure difference and closes the discharge port 11b. The water supply means 13 can supply water to the one partition 31 from the water supply port 11a with a predetermined pressure. The electrolysis means 14 has an anode 33 on one side of the solid polymer electrolyte membrane 29 and a cathode 34 on the other side.
