PROBLEM TO BE SOLVED: To provide a porous hollow fiber membrane which is suitable for water treatment containing inorganic material and/or organic material, has a low cost and has high water penetration performance, rubbing resistance and drying resistance.SOLUTION: A porous hollow fiber membrane 1 is made of thermoplastic resin and is the hollow fiber membrane having ruggedness 3 continuing to the membrane longitudinal direction X of an outer circumferential part, the outer circumferential part in the circumferential direction being continuous recessed part 3B protruded part 3A, obtained by ejecting melt kneaded material of the thermoplastic resin and organic liquid from a modified nozzle, and exposing the melt kneaded material to wind from an angle of 15 to 90° in the free running direction of the melt kneaded material on a free running part and cooling the melt kneaded material. A method for obtaining the modified porous hollow fiber membrane 1 by extracting removing organic liquid from the hollow fiber membrane is also provided.
