PROBLEM TO BE SOLVED: To achieve a conflict control function and extensibility for increase of command processing.SOLUTION: A service order device 5 comprises a physical server management unit 50 which receives SO data from a customer management system 4 which is an external device, distributes the SO data to a target virtual machine unit by referring to conflict control information, instructs a virtual machine unit to enhance resources when a usage rate of the resources allocated to the virtual machine unit exceeds a virtual machine resource upper limit threshold, and instructs a part of the virtual machine unit operating on a physical server unit 10 to migrate to another physical server unit 10 when a usage rate of resources allocated to the physical server unit 10 exceeds the physical server resource upper limit threshold.
