PROBLEM TO BE SOLVED: To exert a desired influence on a signal by controlling permittivity or permeability by simple control.SOLUTION: A permittivity control circuit 1 includes: a cell region 2A comprising an array of a plurality of cells 2 each having a conductor 3 including at least one capacitance component C1, C2, a second conductor 4 connected to the first conductor 3 and including an inductance component, and a feed line 5 disposed without contact with the first conductor 3 and the second conductor 4 which are each configured in a smaller size than a wavelength of a signal to be influenced by the cells 2; and at least one feed control section 6 for changing a feed supplied to the feed line 5 of each cell 2 constituting the cell region 2A to control either or both of the permittivity and permeability of the cell region 2A.
