PROBLEM TO BE SOLVED: To obtain a method for enhancing the efficiency by adjusting the concentration of aluminum dissolved during electrolytic etching of the collector for a secondary battery and an electric double layer capacitor.SOLUTION: In a surface coating method of the collector for an aluminum secondary battery and an electric double layer capacitor, when etching an aluminum foil by applying an AC current in a hydrochloric acid electrolyte containing chlorine ions, aluminum ions and chlorine ions are supplied smoothly by adding AlCl3-6H2O and adjusting the concentration, and performing electrolytic etching by frequency, thus increasing the capacitance.
