PROBLEM TO BE SOLVED: To provide a cluster formation apparatus for forming clusters between users and contents so that accuracy of CTR calculated from result logs of respective cells in a matrix is improved in order to improve distribution accuracy of targeting advertisement.;SOLUTION: In a cluster formation apparatus for forming clusters of users and contents to generate a matrix indicating relation between the users and the contents when determining a content suited to each user, first clustering means performs clustering processing for the users or the contents on the basis of their attributes and forms a first cluster group to be hierarchical constitution having parent-child relationship between clusters so that an upper cluster includes an element in a lower cluster, and second clustering means forms a second cluster group by removing a form of a cluster coincident with a previously determined condition on the basis of the number of impressions of elements in each formed cluster.;COPYRIGHT: (C)2014,JPO&INPIT
