PROBLEM TO BE SOLVED: To provide a torque fluctuation suppression device of an internal combustion engine that can suppress any torque fluctuation of the internal combustion engine by using a compact and high power density motor, and reduce gear rattling noise, a vehicle with the torque fluctuation suppression device mounted thereon, and a torque fluctuation suppression method of the internal combustion engine.SOLUTION: There are provided a regenerative motor 10 and a power running motor 20 which generate the torques opposite to each other. There are provided a regenerative gear 33 and a power running gear 35 to be engaged with the same engine gear 31 fixed to a crankshaft 3 of an engine (internal combustion engine) 2 on each of the motors 10 and 20. When the regeneration suppression torque Tr1 for controlling the torque fluctuation is regenerated in the regenerative motor 10, the power running very small torque Ti1 opposite to the regenerative suppression torque Tr1 is generated in the power running motor 20. When the power running suppression torque Ti2 for controlling the torque fluctuation is regenerated in the power running motor 20, the regenerative very small torque Tr2 opposite to the power running suppression torque Ti2 is generated in the regenerative motor 10.
