PROBLEM TO BE SOLVED: To restrain an effect of a magnetic field due to multiple peripheral conductors that are arranged around an inner conductor, and easily obtain a configuration of a load circuit with low inductance.SOLUTION: A parameter selection device 14 derives: a width of a peripheral conductor 22, a distance D between the peripheral conductor 22 and a sample 20, and the number of peripheral conductors 22, as parameters to make inductance of a load circuit, which consists of the sample 20 and multiple peripheral conductors 22, equal to or less than a predetermined inductance target value; a magnitude of a magnetic field generated by power distribution to the peripheral conductor 22, based on the derived parameters; and the width of the peripheral conductor 22, the distance D between the peripheral conductor 22 and the sample 20, and the number of peripheral conductors 22 so that the magnitude of the magnetic field becomes equal to or less than a predetermined magnetic field target value.
