PPROBLEM TO BE SOLVED: To obtain a hair papilla cell growth promoter containing a natural extract, an FGF-7 production promoter, a VEGF production promoter, an antiandrogenic agent, a hair grower or a hair cosmetic. PSOLUTION: The hair papilla cell growth promoter, the antiandrogenic agent, the hair grower or the hair cosmetic comprises an extract as an active ingredient from one or more plants selected from the group consisting of Polygala chinensis L., Polygala japonica Houtt., Polygala arvensis Willd, Delonix regia, Gerberia piloselloides Gerbera and Desmos chinensis Lour. The FGF-7 production promoter comprises an extract from one or more plants selected from the group consisting of Polygala chinensis L., Polygala japonica Houtt., Polygala arvensis Willd and Gerberia piloselloides Gerbera as an active ingredient. The VEGF production promoter comprises an extract from one or more plants selected from the group consisting of Polygala chinensis L., Polygala japonica Houtt., Polygala arvensis Willd, Gerberia piloselloides Gerbera and Desmos chinensis Lour as an active ingredient.
