PROBLEM TO BE SOLVED: To provide a heat storage material enlarging a contact area with a heat medium and improving circulation of the heat medium in a heat storing tank, to provide a method for the same, and to provide a heat storing device having the heat storage material.SOLUTION: In a heat storage material 1 constituted by sealing heat storing agent in hermetically closed containers formed by superposing flexible sheet shape packaging materials and forming the same into a flat rectangular bag shape, the superposed packaging materials are sealed by a plurality of line seal parts 4 having an inclining angle to one side of the periphery of the packaging material 2 in an area surrounded by the periphery and arranged parallel at intervals in the direction of the one side respectively, a plurality of nonsealing belts 5 between the adjacent line sealing parts 4 themselves are continuously formed in an arranging direction of the line seal parts 4, the heat storing agent is sealed between the packaging materials 2 superposed in an optional nonsealing belts 5, a plurality of heat storage agent sealing cylindrical parts 6 swelling in a concave shape in an exterior face of the packaging material are formed.
