PROBLEM TO BE SOLVED: To enable a screen to be surely arranged by setting only a position and an area corresponding to purposes such as light shielding and a blind, to enable the lifting and lowering operations of a winding shaft and a bottom pipe to be easily performed with a weak force, and to prevent the winding shaft, the bottom pipe and the screen from being fluttered or flapped by a wind or an external force, when a roll screen apparatus is arranged outdoors.;SOLUTION: The roll screen apparatus includes: a guide frame 4; the winding shaft 5 which is horizontally laid by having both side ends housed inside side frames 4a and 4a, respectively; the screen 6 which is wound around the winding shaft 5; an urging means for constantly urging the screen 6 in a winding direction; the bottom pipe 7 which supports a lower end of the screen 6, and which is horizontally laid by having both side ends housed inside the side frames 4a and 4a, respectively; a winding shaft lifting/lowering means 27 and a first operation means 8 for the winding shaft; and a bottom pipe lifting/lowering means 28 and a second operation means 9 for the bottom pipe.
