PROBLEM TO BE SOLVED: To provide an energy consumption limit value setting apparatus and the like capable of setting an energy consumption limit value for each of facilities belonging to the same business operator according to the quantities of energy consumed by each of the facilities.;SOLUTION: An energy consumption limit value setting apparatus 100 comprises an acquiring unit 102 that acquires the quantity of energy consumed by each of multiple facilities belonging to the same business operator, a setting unit 104 that sets a limit value indicating the upper limit of the quantity of energy consumed by each facility, and a determining unit 103 that determines whether or not the quantity of energy consumed by each facility is above the limit value set for each facility.
