PROBLEM TO BE SOLVED: To provide a technique for obtaining hydrogen-based fuel gas or methane-based fuel gas by using a biomass resource-derived glycerol aqueous solution or a mixed aqueous solution of glycerol with methanol as a raw material, contacting the glycerol aqueous solution or the mixed aqueous solution with an inorganic chemical substance composition and changing reaction conditions.;SOLUTION: One or a plurality of active metal species for aiming dramatic improvement of steam reforming activity and a third component for suppressing a side reaction are incorporated in a promotor, so that the raw material of the biomass resource-derived glycerol aqueous solution or the glycerol-methanol mixed aqueous solution can be reformed stably. A production rate difference between a hydrogen production rate and a methane production rate is utilized so that a fuel gas production process to be hardly restricted to thermodynamic equilibrium can be operated in a differential reactor to be typified especially by a flow system reactor or the like.;COPYRIGHT: (C)2011,JPO&INPIT
