PPROBLEM TO BE SOLVED: To provide a related term dictionary creating device which creates related term dictionary information which reflects knowledge of a user and which has high accuracy while allowing reduction of processing load of the related term dictionary creating device, and reducing time and effort of the user. PSOLUTION: The related term dictionary creating device 100 has: a related word group extracting section 101 that extracts a related word group composed of a plurality of words associated with each other based on related term basic information which associates a word as a search term with document specifying information for specifying a document selected by the user from a list of documents outputted by a document retrieval system as a result of searching a plurality of documents based on the search term; and a related term dictionary information generating section 102 that generates related term dictionary information associating a plurality of words included in the extracted related word group.
