An environmental control system for controlling the ambient temperature of a closed space comprising: a passive phase change heat exchange subsystem (12) having a closed loop heat exchange fluid circuit in a heat exchange relationship heat with the enclosed space to provide in it a control of the ambient temperature; a second RAM air subsystem (20) having an air circuit for cooling air circulation; and characterized by a third subsystem (16) of a steam closed loop compression cycle machine (VCM) having a VCM fluid circuit comprising a compressor (41), an evaporator, a condenser and a valve expansion, in which the evaporator of the VCM subsystem (16) is in relation to functional heat exchange with the heat exchange fluid circuit of the passive heat exchange subsystem (12) and in which the condenser of the subsystem VCM (16) is in relation to functional heat exchange with the air circuit of the RAM air subsystem (20).
