A transdermal drug delivery system for use in treating ophthalmic diseases with a structure that is a plaster layer containing a remedy for ophthalmic diseases and a pressure sensitive adhesive provided on a backing, and in which the system it is applied to a frontal skin surface of an eyelid to transfer the ophthalmic disease remedy from a plaster layer to external ophthalmic tissue including a conjunctiva, a tear tissue, and a cornea by subcutaneous permeation substantially without being administered via flow systemic blood, and wherein the pressure sensitive adhesive is a rubber based pressure sensitive adhesive, an acrylic pressure sensitive adhesive, or a silicone based pressure sensitive adhesive.
