A rail tamper apparatus is provided, including a chassis configuredfor being hitched to a semi-tractor trailer for road travel, and alsoconfigured fortravel on rails of a railroad track, at least one ballast tamping unit mountedto thechassis, a turntable unit mounted to the chassis, and a pivoting axle assemblymounted to the chassis that is retractable relative to the chassis in a roadtravelposition for highway travel, and is extendable from the chassis into a tracktravelposition for operation on the rails, and including a rail wheel drive motorbeingextendable with the axle assembly.
