The purpose is to provide an aqueous emulsion composition formed so as to demonstrate excellent emulsion polymerization stability and capable of having both excellent low-temperature viscosity stability and fluidity, and an adhesive having excellent water resistance and adhesion and capable of inhibiting foaming (generation of bubbles) during preparation. This aqueous emulsion composition contains a vinyl alcohol polymer having vinyl alcohol unit and a unit represented by formula (1), and a polymer composed of ethylenic unsaturated monomer units. The content of the unit represented by the formula (1) is preferably 0.1 mol% to 30 mol% with respect to all units of the vinyl alcohol polymer. The degree of saponification of the vinyl alcohol polymer is preferably 80 mol% to 99.9 mol%. This adhesive contains the aqueous emulsion composition and a polyisocyanate compound (C).
