A management computer (40) transmits a vehicle ID request for vehicle recognition to a vehicle (HV) when a tire ID of the vehicle is not registered in a registration unit (405). Upon reception of the request, a transmission pattern adjustment unit (105) of an ECU (10) of a tire air pressure monitor system of the vehicle makes an adjustment so that a radio wave is transmitted from a sensor unit (20) installed in at least one tire in a transmission pattern representing the vehicle ID. The management computer then identifies the vehicle ID from the transmission pattern of the received radio wave, and permits utilization of a vehicle facility if the vehicle ID is registered in the registration unit (405).
