The present invention relates to a super-large scale VSAT system frame structure and a resource allocation method. For a large-scale broadband satellite communication network formed by integrating a VSAT system and other external networks, a signalling interaction process in the integration of the VSAT system and the external networks is considered. Control signals are transmitted using different modes, according to whether original frequency band resources are sufficient or insufficient. When the resources are sufficient, signalling time slots are divided from service time slots, and are used to perform signalling interaction between small stations of the VSAT system and the external networks. When the resources are insufficient, dedicated frequency bands divided from wireless resources are increased, and unit time slots on the dedicated frequency bands are used to perform signalling interaction between small stations of the VSAT system and the external networks. Resource wastage is avoided, system capacity is increased, and system transmission efficiency is further improved. In addition, in the case that large-scale small stations have access, the timeliness and stability of control signal transmission is guaranteed.
