Provided is a method for preparing a zinc oxide composite material with a high specific surface area and the zinc oxide composite material. The method comprises: (1) formulating an electrostatic spinning solution used for a zinc oxide nanofilm; (2) electrostatic spinning; (3) calcination: calcining the polyethylene polymers/zinc salt fibrous membranes obtained in step (2) together with the substrate, wherein the calcination conditions are increasing the temperature to 500-600C at a rate of temperature rise of 2-10C/min, and calcining for 1-6 h at a constant temperature; and then cooling to room temperature to obtain the zinc oxide nanofilm, and the zinc oxide nanofilm is composed of zinc oxide nanowires of a hexagonal wurtzite crystalline phase; and (4) growing a zinc oxide nanorod array to obtain a composite material of a zinc oxide nanofilm and a zinc oxide nanorod array. The present invention increases the specific surface area per unit volume of the zinc oxide nanorod array.
