A method for forming an adhesive layer for adhering unvulcanized rubber on the surface of an adherend on the adherend surface using an adhesive sheet and a fixing device, wherein: the fixing device has a sealed chamber; said fixing device is capable of evacuating gas from inside said chamber and of introducing gas into said chamber; inside said chamber, the fixing device is provided with a table on which the adherend can be placed; and the adhesive sheet comprises a top coating adhesive layer formed on a film and an undercoating adhesive layer formed on said top coating adhesive layer.
