The apparatus has a concrete base plate (10) and a structure erected concrete wall (20). The electrically conductive joint plates (31,32) configured for sealing a construction joint (A) between the base plate and the concrete wall (20) and is installed transversely bridging at a portion of a ground wire (30). The joint plates are electrically connected to a reinforcing bar (11) of the base plate. A holder is electrically connected to the reinforcing bar of the base plate.
