The present invention solves a problem by providing substantially real-time TV video images that are near a pre-degradation state. The present invention determines, in a degraded image luminance distribution, the most likely estimated luminance distribution of a reconstructed image by using a PSF reconstruction means and an image reconstruction means from software or hardware that performs iterative calculation of a real number base a plurality of times on the basis of the Bayse probability theorem if input information is: a PSF luminance distribution specified in accordance with the degree of degradation of a TV video image; the degraded image luminance distribution formed from the Y (luminance) component of the TV video image; and an estimated luminance distribution of the initial values of the reconstructed image. The most likely estimated luminance distribution of the reconstructed image replaces the Y component of the TV video image when the degraded image luminance distribution has been extracted.
