An electronic control hydraulic-type or pneumatic-type kinetic energy recovery and re-releasing device, comprising a hydraulic accumulator (1), a pressure limiting valve (2), a heat sink (3), a reversing valve (4), a hydraulic pump/motor (5), a clutch transmission mechanism (6), a transmission or drive axle (7), a hydraulic oil tank (8), an electronic control unit (9), and a sensor (11). One end of the clutch transmission mechanism (6) is connected to the transmission or drive axle (7), and the other end is connected to a power shaft of the hydraulic pump/motor (5). The hydraulic accumulator (1), the pressure limiting valve (2), the heat sink (3), the reversing valve (4), the hydraulic oil tank (8) and the hydraulic pump/motor (5) are connected by pipes. The electronic control unit (9) is connected to the sensor (11), a controller portion on the hydraulic pump/motor (5) and a controller portion on the reversing valve (4) via wires. A hydraulic accumulation or pneumatic accumulation method is used to convert kinetic energy of a moving object into potential energy for storage, and when the object moves again or accelerates, the stored potential energy is converted into kinetic energy of the moving body, and is thus reused, thereby reducing energy loss and increasing the energy utilization rate.
