One aspect of the present invention is to provide a device for simultaneously separating oil and heavy metals from complex contaminated soil so as to efficiently remove oil and heavy metals by applying, in combination, a thermal effect of high temperature and high pressure steam and a chemical desorption effect of a detergent for removing oil or heavy metal, on the basis of frictional grinding due to the physical friction of a frictional grinding unit. A device for simultaneously separating oil and heavy metals from complex contaminated soil by using thermal deformation grinding, according to one embodiment of the present invention, comprises: a chemical tank for supplying detergent for the chemical treatment of soil complex contaminated by the oil and heavy metals; a heater for simultaneously supplying steam and hot water for the thermal treatment of the complex contaminated soil; and a frictional grinding unit for performing physical treatment through the induction of collisions and friction between complex contaminated soil particles, on the basis of the thermal treatment and the chemical treatment, while using the detergent supplied from the chemical tank, and the steam and hot water supplied from the heater.
