Provided is a method for manufacturing a dried combustible substance, the method being characterized by comprising: a mixing step (S1) in which a mixture (3) is formed by mixing numerous particulate bodies that contain water and are made of a combustible substance (1) and a dewatering fluid (2) made of an emulsion that contains a synthetic resin, and the dewatering fluid (2) is brought into contact with the surfaces of the particulate bodies in the mixture (3); and a drying step (S3) in which coated particulate bodies, which comprise particulate bodies with reduced water content and a synthetic resin film coating the surface of the particulate bodies, are formed by forming the synthetic resin film formed by drying the dewatering fluid (2) on the surface of the particulate bodies and allowing the water content of the particulate bodies to evaporate, and in which a dried combustible substance (31) comprising the coated particulate bodies is obtained.
