The aim of the invention consists in developing a method of organizing means for travel by air and by ground which would enable the creation of a stable, reliable, safe and economically-viable device for traveling by air and by ground, and also in developing a device for traveling by air and by ground which would enable travel by air and by ground with no change in the shape and form of the device, and which would be a stable, reliable, inexpensive universal vehicle which is simple to operate and maintain. The technical effect of the claimed technical solution consists in expanding the arsenal of means for traveling by air and by land having the necessary lift force and handling at speeds at which a common small aircraft moves and at speeds at which a common automobile moves (50-150 km/h) within the dimensions of a traditional means of transportation (width B=2-2.5m, height H=3-4m, length L=4-5m), and consists in increasing reliability and in enhancing in-air flight performance properties and on-ground performance properties.
